ICBA Bancard, the payment services subsidiary of the Independent Community Bankers of America, announced on Tuesday that Debora Bartoo will join the company as the executive vice president of operations.
Bartoo joins ICBA Bancard from a large national bank, where she was responsible for business performance and strategy related to emerging electronic payment products.
“Debbie’s experience, which spans innovation, strategy, payments, online, mobile, ATM, smart cards, fraud and analytics, will be very helpful to ICBA Bancard and our member banks as we move forward and continue to evolve in an ever-changing card marketplace,” ICBA Bancard Chairman Noah Wilcox said. “We’re pleased to welcome Debbie to the community bank family.”
Before getting into banking, Bartoo managed product development for processing solutions at STAR Systems, which is now owned by First Data. She has also held a number of board positions at Smart Card Alliance and others, including the NCR Aptra Advisory Board and ATMIA Association.

Bartoo holds a doctorate from Antioch University in leadership and change, as well as a master’s degree in business intelligence from St. Joseph University and a master’s in organizational dynamics from the University of Pennsylvania.
